Often referred to as the “Wagner Act” in recognition of drafter New York Senator Robert F. Wagner, the law established the right of employees to organize, form labor unions, and collectively bargain with their employers. The body of law of which labor law is comprised is notable for the primacy of the National Labor Relations Act (NLRA).
The NLRA is codified at 29 U.S.C. §§ and purports to serve the national interest of the United States. The history of the National Labor Relations Board (NLRB) can be traced to enactment of the National Industrial Recovery Act in Section 7(a) of the act protected collective bargaining rights for unions,  but was difficult to enforce.
